Duty officer documentation edit

Just to let everyone know the documentation for the duty officer documentation has had a little tweek, the guide and the check list have been updated to include the officer enlistment form, basically a simple forum used by the senior officers to record when officers joined the fleet.
minor edits were also made to the wording used in the reporting in section.

The duty officer guide can now also be found on the main library section on the website under the general guidelines and protocols section

Change the form so that it cannot be edited by everyone, they should be able to view and fill it in, not edit it.

Yes, now people with the link can only fill in the form, but cannot edit it.
