GURPS is, by definition, the Generic Universal Role Playing System. Famous for being able to be used for any game imaginable, as long as you’re willing to put the work into making the aspects you want. I’m not sure I’d use it here. Once again, worries about overwhelming folks with rules. But it does have a free-to-download Abridged Version.
