One thing not yet explicitly discussed in this conversation are acknowledgements, for instance, when the CO orders a specific course and helm repeats it to confirm the order is received, or helm calls a HET and engineering notes maneuver is boosted. I would think the response normally has comparable priority as the original communication, but is that (always) so?
